Line item veto

Senator LeMieux has introduced into the Senate a proposed amendment to the Constitution to require the federal budget to be balanced.  The amendment would empower the president with a line item veto.

The problem with the line item veto is that the president already has too much power.  The Framers intended the Congress to be the real power source in our government, not the executive whose function is to carry out the laws Congress enacts.  Furthermore, it takes only about two seconds to realize that America’s budget problem doesn’t derive from little pork projects that a president could veto.  It derives from a gargantuan load of transfer payments in which the government confiscates money from one citizen and hands it over to a different citizen of the government’s choosing.  Well over fifty percent of the federal budget is comprised of transfer payments such as Social Security and Medicare.

Since this is the source of the problem, a better solution to Congress’ spending problem is to remove the incentive for overspending.  This can be done in two ways.  First, if we’re going to revise the Constitution, the Reed Amendment is far superior because it temporarily disenfranchises people who take money from the feds.  If they can’t vote after taking a check, then they can’t sell their votes for a government check.  It’s that simple.

The other thing necessary to control federal spending is to outlaw the bribery system which goes under the name of campaign contributions.  There is no way the Congress has the collective morality to do this to itself.  It would require the states to call a constitutional convention per Article V of the Constitution.

Support the Reed Amendment:

No person who receives money from the government for any reason except a refund of overpayment of income tax shall be permitted to vote in the election following receipt of that money.

  1. The author is obviously unaware that the states have already asked for a balanced budget amendment as well as line item veto amendment in their 750 applications from all 50 states. The texts of the applications can be read at http://www.foavc.org.
